During over 3 decades of reform and opening-up, since tremendous achievements that attract the worldwide attention are created in the economic sector, China's social sector witness major structural change, and meanwhile, complex and various forms show their faces in the cultural sector, and they reflect one of the critical phenomenon in constant corruption and anti-corruption. With the constant improvement of people's daily life nowadays, why does the corruption, especially public power corruption become more and more violent? Under the constantly governmental increasing punishment on corruption, why does corruption fail to be kept down? Oppositely, compared with China, why does corruption in the western countries gain effective control? Aiming at this issue, domestic and foreign scholars have published many works, but works on corruption from the perspective of the civil culture has not been published yet.Combining China's economic and social reality, the paper will conduct the research on the issue of preventing from and punish corruption from the perspective of the civil culture. In this sense, the paper will begin with basic problems on politics, integrate opinions of several domestic and foreign, define the concept of corruption to avoid the defects caused by several past definitions; secondly, the paper will state current situations and characteristics of corruption growth and spread in market economy in China; Thirdly, the paper will introduce the theory of several mainstream corruption causes, and conduct certain analysis and comments on merits and demerits of all kinds of theories; fourthly, combining demerits of all causal theories, the paper will explain the causes of corruption from the perspective of the civil culture particularly; Finally, the paper will propose new thoughts on preventing corruption from growth and spread from the perspective of cultivating new civil culture, promoting socialist political culture, clean government culture as well as legal culture to take shape.
