The Empirical Research On Guangxi Local Government Information Transparency

On May 1,2008, the implementation of "The People's Republic of China Government Information Opening", provides a law basis for promoting government information publication, and guaranting citizen's rights to know what happened. As we all known, government helds about 80% of the valuable information resources, which are closely related to people's politics,economics as well as social activities. That's why public strongly demand the government to open information.With the quick development and wide use of network techonology, the government website inevitably becomes an efficient platform providing government information and administration service to public. County government websites, who lay particular emphasis on direct providing public government information and service, are important symbols of the local government's information transparency. Which, still very few empirical study on, is a very subject deserving studying.Based on the investigation of the information opening situation on the 14 county government Websits in GuangXi, the text analyses and evaluates the current situation of GuangXi government's information transparency and come up with some feasible suggestion to the existing problems.The article is divided into four chapters:Chapter one, general introduction. This chapter briefly introduces the background and significance of the study. Review the achievements of academic fields on the evaluation theory and method of government website's information openness. Define and distinguish some concepts of "Government Information Opening'and 'Government Website" in China. Analyse the advantages of promoting government information open throught government website and illustrate the intention, research methods and innovations of the subject.Chapter two, evaluation index system construction. According to the website information openness measuring methods at home and abord, and considering the characteristics of the local government websites, the author build an evaluation index system to reflect the situation of GuangXi government's information transparency and evaluate its development level from three aspects:basic information, key information and application public service. At the same time, surveying and evaluating each index on the dimensions of standardization,practicality and timelines in order to ensure objectively reflect the situation of GuangXi government website's information opening.Chapter three, investigation statistics and analysis. Using the evaluation index system, the author do surveys, collect data from the lacal government websites, classify statistics and quantitatively analysis GuangXi government's information transparency.Chapter four, conclusion and suggestion. According to the investigation results and the existing reality, the text has an analysis on the developement situation of GuangXi county government website's information openness and give some advices on solving the problems. The innovation of the text lies in constructing a set of quantitative manipulating evaluation index system and measuring meathods to analyse the information opening situation on the local government website. And explore the subject of GuangXi government websites information opening on the basis of the testing results and the practical situation.
