Our Government Information Disclosure And Legislative Research

With man's entry into information civilization from industry civilization,information has become the most important and the most invaluable resources of the society.Without the communication of information,people can not do nothing in such aspects as the basic necessities of life,work,study and so on,and information can create the great amount of economic and social benefits only in the condition of sufficient and free communication,the same as currency.In China,the governments master about 80% of information resources which involve every side of society,economy and life,and no department and individual can hold them completely.The citizens,corporations and other parties hope to obtain the government's information and participate in public decision-making and enjoy service,and it is exigent to realize the communication of information resources between each department of the governments complying with the law.The openness and the freedom of information are the basic request of WTO and they are also the dominant aspect of the rule and system reform of every country's governments,so it is staring us in the face to establish the Government Openness Law which is fit to the situation of our country.This paper makes reference to the experience of the government's information openness and the construction of law system in the foreign country,and bring forward the suggestion that our country should put the openness of the government's information and establish "the Government's Information Openness Law".Still,it constructs the frames of the law in detail,and discusses the academic problem that it deals with and the method to guarantee the law be put in practice.This paper first expounds the definition of the government's information openness and its relevant conceptions, and sets forth its necessity.And then,on the basis of the analysis and comparison of the law system in the foreign countries,the paper raises the establishment of the law in our country in detail.At last,the paper discusses the actualization and ensurance of the Government's Information Openness Law detailedly with the Government's Information Openness Rules in Guangzhou.The paper combines the theory with practice,by using many research method,such as analysis and synthesis,investigation and consultation, comparison,deduction,induction and reasoning,etc.,referring to the systematic ideology and development viewpoint of the dialectical materialism.The paper totally consists of 5 parts which amounts to about 38000 words of main body,including 1 chart and 1 table.
