Research On The Evaluation Of Public Policy Execution In Local Chinese Government

"Executive" is the key word in the field of business, and it has become the hotspot theory in the administrative area in recent years. In this text, the author will study the execution to evaluate the He Bei three-year-change program. This way will help to improve the work efficiency and the policy implementation. It has the significant theoretical value and practical significance. This article uses the city of Han Dan as the object of study and adopts lots of research method to analyzing and studying the policy execution such as document literature, logical analysis, systems analysis, investigation method, analytic hierarchy process, and mathematical statistics and so on.For the theory research, the author uses organizational theory, policy execution theory and game theory as the major theoretical basis to study the "three-year-change program" policy execution. Capacity" and "efficacy" are the basic connotation in the policy execution. Meanwhile, for the empirical study, it needs to build the index system to evaluate the policy execution and uses the urban three districts of the Han Dan as the object to research and then to survey and value the policy execution of "three-year-change program". The author will combine the theory to discuss and analyze thoroughly in order to finds the existing problems in the policy execution and promote the policy strategies and methods.The concrete results are as follows:The policy execution of "three-year-change program" is formed by five stair index and sixteen secondary indexes. It existing problems are referred to implementation body, environment, system and effectiveness. This article is from subjects'profits, capability to analyze the policy execution and propose that improving the policy execution should to enhance the subjects'quality and perfect inspiring and supervising mechanism.
