An Empirical Study On The Plan Program Strength Of Thirteenth Five-Year Program Major Project And Program Implementatio Performance ——Based On The Policy Text Analysis Of 21 Provincial Science And Technology Section

China is the country with the longest and most successful five-year plan implementation.The formulation and implementation of development planning can be traced back to the 1th Five-Year Program in 1953,and 13 Five-Year Program have been formulated and implemented so far.As an important development tool and means,provincial five year program play a crucial role in regulating the government-market relationship and improving the Macroeconomic regulation and control.The academic research around the five-year plan is deepening and expanding,and the performance evaluation of the plan implementation is one of the key research directions.In 2018,the Central Committee of the Communist Party of China and the State Council,in their opinions on a unified planning system to better play the strategic guiding role of National Development Planning,stated that the link between the annual plan and the national development plan should be strengthened,and that the assessment of the implementation of the plan should be strengthened,priority Assessment of progress in implementation.It points out the direction for the research of this thesis.This thesis adopted the method of text Content analysis and goal congruence,and selects the texts of the five-year plans and government work reports of 21 provinces during the "Fifteen" period as the samples of content analysis.Based on the evaluation points of design policy effectiveness,plan goals,and plan guarantees,it attempts to quantify the relevant policy documents of the13 th Five-Year program and government work reports of 21 provinces and cities.it mainly explored the coordination of annual plans and five-year program and the implementation performance,and constructed a mixed model with planning implementation mechanism as a moderator variable.This thesis put forward four main hypotheses to be tested.The results of the empirical analysis confirmed that the plan program strength of major project and the program implementation mechanism both have a positive effect on the program implementation performance.However,the program implementation mechanism does not play an obvious role in regulating the relationship between the plan program strength and the implementation performance of development program.The characteristic and theoretical significance of this thesis is that,there is some innovation in the selection of research objects and research methods in this thesis.,The main research objects are the province（city）level,altogether 21 provinces and cities,it breaked down the phenomenon that development program studies are mainly concentrated at the national level and in individual provinces.The method adopted policy quantitative analysis,it put forward for the first time the contents of the goal setting and mechanism guarantee of the contrast between the provincial 13 th Five-Year Program and the government work report.This thesis put forward that the plan program strength is one of the important factors that affect the planning performance.It complemented the theoretical weakness of the effect of policy on performance.In the end,operational policy recommendations are drawn from the above analysis.The first is to improve the planning-implementation-effect evaluation system,which can solve the problems in planning implementation,enrich the types of planning evaluation,and clear the obstacles for improving the performance of planning implementation.The second is to strengthen the link between the annual plan and the development plan and improve the annual plan mechanism.the third is to improve the plan implementation mechanism and increase the allocation of resources and incentive mechanism.
