Foreign aid is powerful perspective of studying U.S. foreign relations. This article is mainly focus on the postwar American policy and the war in Vietnam from the perspective of South Vietnamese aid of the United States. The paper is composed by four chapters. The first chapter discusses the cold war and American aid to south Vietnam, the cause of the relationship that cold war not only spawned the climax of the postwar American foreign aid, but also directly influenced American policy and aid to Vietnam. Chapter 2 discusses from Eisenhower government period to Nixon government period. This 20 years of the American south Vietnam aid process is also the United States after the Geneva conference in southern Vietnam through aid way Ngo Dinh Diem establish the fostering of (south Vietnam Vietnam anti-communist regime, further interference), and the internal affairs of Vietnam ultimately drives the United States into the Vietnam war, and finally results in failure. Chapter three analyzes the reason of south Vietnamese American aid, thinking of the United States the outbreak of the cold war to south Vietnam, with the role of aid fundamental democratic output needs and maintain south Vietnamese regime must in north Vietnam and sino-soviet aid are different degree of south Vietnamese stimulate the U.S. aid. The fourth chapter of the American south Vietnam analysis of donor countries and recipient countries of the recipient to aid the impact not only not think the United States is implementing the strategic goals in Vietnam, instead of mud, took huge cost, weakened political and economic strength, and led to society to separate, and south Vietnamese with the liberation of Saigon was also buried by the river of history.Finally, based on the advantage of South Vietnam and trace out the United States' origin, process, aid after motivations and influence of the United States, the south Vietnamese aid policies is evaluated. The author thinks that the United States did not realize its aid target and aid policy is a failure, and concludes that aid donor and recipient should be double-winning.
