The high salary of monopolized industries is an economic phenomenon which refers to the pay level in monopolized industries beyond the normal level of market for the influence of industries nature . In recent years, the phenomenon of high salary in monopolized industries has attracted public criticism, become the key to the reform of income distribution field. If the pay level of Monopolized industries too high, the gap between rich and poor will aggravate, public welfare will be plundered, and market resource allocation efficiency will be reduced, at the end the construction of harmonious society will be damaged. The salary supervision legal in our country is insufficient at present , which caused the problem of high salary in monopoly industries has not been effectively resolved for long-term. So, improving the relevant legal actively is very important to resolve the problem of high salary of monopoly industries. In consideration of high salary with too much complex reasons and supervision links, the author pointed that at the salary distribution stage we should improve the total wages of budget management system, limit executives'pay of state-owned enterprises and reform personal income tax system in order to regulate high salary directly. At the salary formation stage we should improve anti-monopoly system, price control regime and SOE dividends in order to control information and domination of monopoly profits, so that we can achieve the purpose of controlling high pay level of monopolized industries indirectly.In addition to the introduction and conclusion, this paper is divided into four parts altogether.The first part is the premise of this article. By exploring the performances, causes and harm of high salary in monopolized industries, we can have a general impression of high salary of monopolized industries. The article showed that the high salary in monopolized industries with the feature of complex performance, diversity causes and far-reaching harm.In the second part, the author researched the legislation of regulating high salary in monopolized industries carefully. By the research, the author indicated that these legislation with too many loopholes and were all regulating the stage of salary distribution without regulating the root system of high salary, so it would be impossible to eliminate the phenomenon of monopolized industries with high salary completely. The third part mainly introduces the foreign legislation that preventing high salary of monopolized industries and the inspiration to our country. By examining anti-monopoly systems ,price control regime and SOE dividends in the foreign countries, provides a new perspective for regulating the high salary .That China should take legal measures to control monopoly profit's generation and distribution which can eliminate the economic base of high salary, so that we can achieve the purpose of controlling high pay level in monopolized industries indirectly.The fourth part is the conclusion of this article. By comparing the foreign legal practice and considering the special case of our high salary, the author provided a specific measure for regulating high salary of monopolized industries: we need to construct a legal system which can regulate the stage of salary distribution and formation. By this way, not only can we prevent the pay level of monopolized industries rising too fast, but also eliminate the root system of high salary.
