On The Study Of Improving And Perfecting The National People's Congress System

The National People's Congress system is our country's fundamental political system. It plays an important part in our country's political life. Since the system of our country's National People's Congress is set up, it has gone through a very good develop period before the Culture Revolution, suffered a severe set-back during the Culture Revolution, and experienced a rapid development period since reform and opening-up. But since it is just more than half an century since it is set up, it is still an young system compared with western parliamentary system. So it is not mature,not perfect enough in many aspect. It need ceaseless reforming,ceaseless improving,ceaseless innovation.Under the guidance of Marxism view, this article has carried on study and conclusion on the representative theory of Classical Marxist writers and thoughts of the three generations'communist party of China on the National People's Congress system, elaborated the process of the National People's Congress system's foundation,improvment and perfection, concluded a series of achevements of the People's Congress system, pointed out what must be improved and perfected exist in the congress system at present, and proposed corresponding ways to improve and perfect it. This article has proposed thinking and views on how to improve the congress system from people's thoughts,system innovation,the electoral system,representative quality and so on, and has elaborated in detail.
