Research On Civil-Military Collaboration Mechanisms In Humanitarian Logistics

In recent years there are more and more natural and ma-made disasters. Disasters'scale and influence are also becoming more and more important. How to accomplish high rescue time efficiency and to reduce losses, thus to operate efficiently, hard as it is, is faced by every countries. Humanitarian logistics as one of the most important part in disaster rescue, is now valued by both academic institutions and governments. Collaboration in humanitarian logistics is very important to rescue operations. Although military is playing a role more and more important in disaster rescue, civil institutions ranks first in disaster rescue participants. Collaboration between military-civil is concretely important to disaster rescue.In this paper literatures in humanitarian logistics are at first reviewed to introduce basic theory of humanitarian logistics and its definition. Later on civil institutions are introduced and differences between humanitarian logistics and commercial logistics are analyzed. Then it presented why humanitarian logistics emerged from two aspects:man-made and non-man made. Characteristics of humanitarian logistics are also summarized. At last basic theory of collaboration is introduced and collation in humanitarian logistics are summarized.In the second part civil-military collaboration theory is reviewed to analyze military and civil organizations in humanitarian logistics. According to their similarities and complementarity, it is suggested that civil-military collaboration should be applied. Advantages and challenges in it are summarized.In the third part this paper analyzed the mechanism of civil-military collaboration. According its characteristics, this paper introduced principles and standards of civil-military collaboration. To accomplish it. there are 6 processes:collaboration decision, partner selection, collaboration plan, operation and performance measurement. Civil-military collaboration is divided into there types according to disaster lifecycle:collaboration by command collaboration by consensus,collaboration by default. Different types are matched. Safe guard mechanism is also researched at first step.At last based on Wenchuan earthquake, possible improvements are proposed to civil-military collaboration in China from there aspects:information sharing, set the specialized agencies and rapid response.
