Frequent natural disasters in recent years make the rescue mechanism become the most important part of social emergency system. Humanitarian logistics is a core component of the humanitarian disaster relief, according to the statistics. Logistics costs account for80%of the total cost in disaster relief. But now in the actual process of humanitarian relief, due to the complexity of post-disaster environment, inefficiency of information interaction and the fierce competition between relief participants, cause the repetition of supplies and network, asymmetry of the rescue information. Due to the blindness of the participants, the negligence of real demand the relief effect can’t be reached. Therefore, how to improve the overall efficiency of disaster relief becomes the focus of current society, more and more scholars pay attention to this research.This paper aim at relief supply network, collaboration stochastic programming model is proposed in the supply network, using the short-term forecast information determines how supplies should be positioned before the disaster. Contrast rescue efficiency and parameters related to benefit of two scenarios:limited collaboration and no collaboration by using Ling programming. Research the influence on the satisfaction of victims, the rescue cost etc, analyses sensitivity of related economic parameter. Get the conclusion: collaborative rescue cost is higher than non-collaboration strategy, at the same time, the rescue efficiency and the average satisfaction rate is increased.Then, establish the collaboration model, research the effect on humanitarian logistics of collaboration. First of all, evolutionary game theory was used to construct the collaboration game model between participants under the conditions of asymmetry information, analyses collaboration relationship between rescue organizations, use replicator dynamics to establish the collaboration evolution dynamics equation, then concluded the evolutionary stable strategy of collaboration relationships between rescue participants, provide a reference basis for the decision of the parties in game.Finally, compare parameters related to rescue efficiency of5-12"WenChuan earthquake and"4-20"Ya’an earthquake. Analyze problems arising from the rescue due to lack of collaboration and collaboration mechanism of different levels and same level in earthquakes, point out collaboration is an important factor that make the difference of disaster relief efficiency.
