Research On E-government Performance Evaluation Based On Hierarchy-Grey Relational Analysis Method

With the merging development of government reform movement and international information technical revolution,e-government has entered the political construction agenda of all industrialized countries. However, after the scale of investment and construction, many problems has not been solved for long time,such as,whether the e-government can really gain actual expected results, whether to increase government efficiency and improve public services. Therefore, e-government performance evaluation for promoting the sustainable and healthy development of e-government is significant and profound.This paper refer to the research results at home and abroad and the overall framework of national e-government.The author establish a comprehensive e-government performance evaluation index system,including 3 first-grade indexes,9 second-grade indexes,27 third-grade indexes. The whole index system consist of service and application system, information resources development and utilization, security and management.It attaches great importance to construction and management of e-government, and shows the characteristics of "interaction between government and citizen" and "focus on public",at the same time,conforming to the stage of development of our country current e-government.On the basis of establishing e-government performance evaluation index system,this paper constructs e-government performance evaluation model based on hierarchy-grey relational analysis method,which provides a new method for e-government performance evaluation.This model combines analytic hierarchy process with grey relational analysis method, using the ahp to determine the value of indexes at all levels of e-government performance evaluation index system, applying the grey relational analysis to determine correlation and obtain the evaluation results. Finally, using the model to make a empirical research for e-government performance level of five units of H City,A Province(municipal education committee, municipal industrial and commercial bureau, municipal public health bureau, municipal sports bureau, municipal environmental protection bureau), having a conclusion that municipal industrial and commercial bureau> municipal education committee> municipal public health bureau> municipal environmental protection bureau> municipal sports bureau,and puts out the improving methods for five units separately. The evaluation results are in general agreement with the practical investigation in H city,which demonstrates the reasonableness and effectiveness of this evaluation model.
