Analysis Of Local Government Performance Evaluation Index System Based On KPI Perspective

Of the party since eighteen,general secretary Xi Jinping proposed and stressed the need to "improve the government efficiency and effectiveness" and "release positive performance" on the performance of the construction of important thought and discussion,performance management has become an important means of government management innovation,pragmatic,become an inevitable requirement of building a service-oriented,transparent,innovative,performance type of government.This paper adopts comparative research,empirical analysis,questionnaire and other research methods,and takes KPI as the main theoretical tool,combined with the new public management theory and innovation theory,to reconstruct the performance evaluation index system of Huian township government.This paper first defines and analyzes the basic concepts and theoretical connotation of government performance evaluation,and holds that government performance evaluation contains new public management,innovation and customer first concept.Secondly,we compare and analyze the history and typical cases of government performance evaluation at home and abroad,and explore the development process,main practices and characteristics of Fujian provincial government performance evaluation.Again,to Huian County township government performance evaluation as an example,analyzed the change of the evaluation index system of Huian county and township government performance problems and the reasons,and then the key indicators of performance appraisal based on the re construction of Huian County township government performance evaluation index system and verify its reliability and validity.Finally,according to the domestic and foreign research and analysis of index system of performance evaluation of Fujian Province,Huian county and township government performance evaluation index system of perfect promotion,to further improve our local government performance evaluation index system are proposed,including actively promote the construction of government performance index system of standardization,system,seize the key performance the evaluation index,highlight the innovation driven incentive mechanism.
