The Comprehensive Evalutation Of Inter-provincial Social Security Level

Social security which is called the "Automatic Stabilizer" is extremely importantto narrow the gap between rich and poor in the process of building the harmonioussociety. After decades of reform and development, we must have a clearunderstanding of the present level of social security which is consistent with thesocialist market economy and make a scientific comprehensive evaluation about it.Then, we can gain experience and find the right direction of the social security reformin the future. But there is not consensus about the theories of comprehensiveevaluation of social security level and the analytical methods are simple and rough.The work of evaluation did not become more normalized yet. Inter-provincialdisparity differences in the social security system not only severely restrict therelevant national co-ordination, but also affect the entire social security systemconstruction and improvement. In this context, the study about the comprehensiveevaluation of level of social security has important theoretical and practicalsignificance.First of all, with the historical materialism, public goods and urban and ruraldevelopment theories as a guide, based on the actual composition of China’s socialsecurity system and closely fit present practice of social security statistics, the paperestablished the comprehensive evaluation system of social security level whichincludes3levels and35indicators from the details to the overall, in accordance withthe six parts which is the overall social security, social insurance, social relief, socialwelfare, housing security and employment promotion. Secondly, according to theestablished indicator system, comparable technical processing of the indicator data,which are collected from China Statistical Yearbook, China Labor Statistical Yearbook,China Health Statistics Yearbook, China Finance Statistical Yearbook and otherrelated statistical Bulletin, would be taken in forward, reverse and moderate ways.Based on the technical processing, in the way of gray correlation analysis combinedwith AHP method, comprehensive evaluation and sequencing of China’s31provinceson the level of social security could be summarized: Liaoning province and shanghairanked first and second, and the last three provinces are Guangxi, Guizhou andXinjiang. At the same time, scores in different items on social security of China’s31provinces are also shown in this article. At last of the paper, with the SWOT method, the author analyzed the strengths and weaknesses about China’s31provinces in socialsecurity items, offered some objective focus direction in our future work by analyzingfive typical provinces, and proposed the approaches, methods and recommendationsto improve social security level of China.
