The Study Of Xi'an Chan-Ba Low Carbon Area Construction Policy

Low carbon cities construction is the various countries to tackle global warming the important action. In the construction of the international metropolis in Xi'an, how to realize the saving resources and environmental friendly sustainable development, is a great realistic and theoretical subject. Xi'an Chan-Ba low carbon area can not only enrich the research of domestic construction low carbon cities related theory system, also can be used for the construction of Xi'an Chan-Ba low carbon area provide theoretical guidance and policies for reference.In this paper Xi'an Chan-Ba as the research object, using comparative analysis of low carbon cities at home and abroad, summarizes the construction experience, the policy and the low carbon cities from home and abroad to the macro policy and practice experience. This thesis argues that in the construction of low carbon cities must improve citizens' low carbon consciousness, strengthen the policy of the government guidance, vigorously promote low-carbon technologies, establish the low carbon cities system and mechanism with economic development adaptation. This paper using the SWOT method, analysis the present situation of the construction in Xi'an Chan-Ba, including strengths, weaknesses, opportunities and threats.Under the framework of government policy support, with low carbon traffic, low carbon industry, low carbon life, low carbon buildings, low carbon technology, the policy of low carbon Chan-Ba and the support system. It is aims to speed up the construction of Xi'an low carbon cities, creating distinctive pace of Chan-Ba low carbon area.This paper first chapter introductory remarks, emphatically expounds the research background and significance, present situation, content and method, and possible innovative points, etc.。The second chapter introduced low carbon cities related theory, including the low carbon economy theory, the government control theory, stakeholder theory and the sustainable development theory. Chapter 3 through different countries and regions, according to the classification of different types of cities at home and abroad, summarizes the domestic and foreign construction low carbon cities of related policies and experience. Chapter 4 using SWOT method in-depth analysis of the Chan-Ba construction low carbon area policy environment, deeply reveal the feasibility and necessity in Chan-Ba low carbon area. Chapter 5 put forward proposal of construct Chan-Ba low carbon area policy suggestions. The last chapter is summary and outlook, draw this paper conclusion and future research direction.
