Policy Tools From The Perspective Of Carbon Emissions Trading

Today environmental problem is one of the important problems that the world must to face, there are many kinds of methods to solve environmental problems, and use marketization method to solve environmental problems has been attracted and recognized all over the world.Carbon emission trading as a market-oriented mean is a frequency appear vocabulary that discussed in recent years about environmental problems, at the same time, forest carbon project as one of the basic projects has also attracted people’s attention. In recent years carbon emission trading market in China has made remarkable achievement, but because China’s carbon emissions trading market starts quite late, so the market is still not perfect. There are still many problems, mainly has:unfair initial distribution, lack of laws and regulations, can’t determine the price and lack of initiative of carbon trading, opaque market information, etc.Aiming at the carbon emissions trading system defects in this paper, through analyzing the deficiency of the policy tool, and planning carbon emissions market policy tools:play policy tool’s complementarity, strengthen the enforcement of mandatory policy tool, actively using hybrid policy tools, and strengthen the supervision of policy tool.
