Hubei is facing with tremendous pressure to adjust the industrial structure, requiring substantial investments in construction of new countryside, the rural financial model innovation is imperative. Therefore, from a legal perspective for the new financing model to provide a favorable environment, that is a very important and urgent task for the solution of Hubei "three rural" problems.This article summarizes the status of innovation in rural finance in Hubei Province, use the development of rural credit cooperatives as a link, analysis of innovation process in of finance in Hubei Province, and analysis of economic and social benefits of it. Then analysis of innovative financing models of Hubei Province in legal difficulties, it mainly including the legal environment is not very good, and lack of legal norms. Analysis on the basis of legal texts, cases of two samples of the region to further confirm the above issues.Summarize the innovation in rural finance at home and abroad and compared with Rural Financing of Hubei Province,absorbing foreign experience for reference to solve the above problems, including local conditions, to be made in accordance with policy; deepen reform to build a sound rural finance system ; build gradient, multi-level model of rural finance; to be establish risk sharing and compensation mechanisms; to be build the differential regulatory policies, to be implement the establishment of independent regulatory institutions and systems, and so on. Finally, from a legislative perspective, make some suggestions tothe financing of rural cooperative organizations of professional models, rural infrastructure financing model, secured financing patterns of SMEs in rural areas, rural land financing model.
