The principal task in building a well-off society in an all-round way includes such aspects as planning the urban and rural economic development, developing modern agriculture and rural economy, and increasing the farmer'income. In other words, it is the problem of the three main factors in agriculture. In spite of several reforms, there still exist a lot of problems in our rural finance system. At present, it is of urgent need to perfect our rural finance system with the coexisting institutions of policy finance ,cooperative finance and business finance so as to provide satisfactory financial services for the main factors in agriculture. Since finance is the center of modern economy. we should perfect rural financial system, increase financial supply and the farmer's income, in order to promote the development of rural economy. The rural financial system in our country includes regular financial institutions and irregular financial institutions. The best choice is to perfect the regular financial institutions and to guide the irregular financial institutions to the right way.
