Chinese rapid urbanization is praised as one of the two major factors of prompting the world development in 21st century. "The country to residence", as an important way to promote urbanization, attracts much attention in our community. However, the huge gap caused by the long-term urban-rural dual structure has brought enormous challenges and difficulties to the "The country to residence".There is a myriad of literatures on the topic of"The country to residence". The main literatures focus on "urban-village". Study "The country to residence" has far-reaching practical problems. For the smooth progress of the "The country to residence" project to promote urbanization in China is of great significance.Through methods of theoretical study , case study as well as comparative study, this essay will talk about the core issue of "The country to residence". "The country to residence" the nature of collective land ownership should be retained, on this basis, the shareholding system reform, establishment of the Land Company Limited to manage land use, in order to coordinate interests of all parties to protect the villagers land rights. This article analyzes the following five aspects:The first part states the content of"The country to residence"from analysis of the concept of"The country to residence"and the understanding to it from government, society and villagers. It also analyzes the importance of land issues and makes clear the centrality of land reform.The second part is about the analysis of the problems faced by the "The country to residence" land reform. As the village has the defect of two different forms of ownership of land and the existing land system, "The country to residence" Land reform faces reform dilemma. It compares the foreign urbanization theory and practice and strengthens the importance of "The country to residence".The third part is the core of this article. In the third part the author analyzes the "The country to residence" system of land reform choice, analyzed and compared the privatization, nationalization, collective land ownership for all three models. On this basis, analysis of the retention of land ownership on the basis of collective management of land use ideas and measures, and clearly the advantages of land and implementation of corporate operational.The fourth part analyses the implement way of "The country to residence" land ownership. This part carries on the issue of land management in third part, comes to the conclusion that the land owner should reform its share and establish the joint-stock form organization. It analyzes the advantage and disadvantage of stock cooperative economic organizations, limited liability companies and companies, and obtains the superiority of setting up land share companies. The fifth part is the ending part of the summary of the article. On the basis of above four parts, it advises how to perfect the "The country to residence" land reform system. From the issue of changing land ownership, land corporate management, land stock company , it puts forward a sound proposal to solve the land problem during the process of "The country to residence".
