A Study On The Reform Of The Public Servant's Duty Expense

The duty expense is the cost when civil servants officiate. This capital is used to maintain the normal operation of government originally, and is part of administrative cost. But in China, because of the reasons such as the management system of duty expense is behind the times, Oversight Mechanisms is absent, many civil servants misappropriate state property by means of the duty expense or regard it as additional welfare besides salary. This condition makes the total amount of the duty expense expand year by year, which not only increase national financial burden, but also decrease public trust in government and bring negative social influence. So China's civil servants'duty expense system has to be reformed.In the government work report of NPC &CPPCC 2011, the premier Wen Jiabao declared that China would make the growth rate of Consumption of public funds on three major private purposes-cars, banquets and oversea visits at zero, besides, the government required all central ministries make public their budget by the end of this year. This series of measures show determinations and potency dimension to innovate the duty expense condition now by our party and the government. But this reform has strong policy and wide range, and will reduce some leaders'benefit or influence the quality of public service, so it will meet many difficulties after putting into effect. Therefore it's important to make a further study on the problem of civil servants'duty expense in theory and practice before the reform has been spread all the country.This article use the method of qualitative analysis and case analysis mainly, combined with appropriate amount of quantitative analysis. Introduce the condition of duty expense now by utilizing relevant data on base of the research production of many scholars inland and summarize the open questions. Then take the consumption of cars as example, making some suggestions for the next step of reform according to the successful reform experiences from western countries and the achievement made by some experimental provinces. Expect to provide some reference to the next step of the reform.
