Consummation Of Legal System In China About Carbon Emissions Trading

Based on low energy consumption, low pollution, and low emission ,the low carbon economy is another significant progress of human society after the agricultural civilization and industrial civilization.,and it is also a kind of mode to face the global climate change, and realize the social sustainable development. With the low carbon economy becoming a global trend and strategic action of more and more national, the carbon emissions trading market which aims to promote the efficiency of energy saving and emission reduction is becoming more and more prosperous. There are two forms for our country to participate in the emissions trading market——one is the Clean Development Mechanism setted by Kyoto protocol ,and another is the voluntary emissions trading system. The Clean Development Mechanism in China started in 2005, and has achieved remarkable results, but some problems appeared in the process such as our country enterprise no pricing, loss of trading platform, less technology transfer contract. Voluntary emissions trading mechanism started late in our country. The market is not mature yet, but has great potential in the future. At present our country is about to publish the Greenhouse Gas Voluntary Emissions Trading Activity Management Measures to regulate the activity, expecting to discover voluntary emissions potential.At present the regulation of our country on carbon emissions trading regulation are mainly the Clean Development Mechanism Project Operation Management Measures and the upcoming regulation——the Greenhouse Gas Voluntary Emissions Trading Activity Management Measures .The provisions of relevant laws is very deficient. Because our country has not forced emissions trading mechanism , our domestic carbon emissions rights short comings, and the lack of unified carbon emissions trading platform etc.Various reasons lead to our country enterprise lack of pricing and can not effectively participate in the international competition.Based on the analysis of the present situation and above analysis in foreign related regulations of carbon emissions trading,the article in line with the gradual development principle puts forward an industry-wide or area-wide carbon emissions trading mechanism, and constructs the unified emissions trading platform for this mechanism, and this platform also services for the Clean Development Mechanism and voluntary trading mechanism, to achieve rapid and healthy development of our service carbon emissions trading mechanism.
