Since the 21st century, rapid economic development brings tremendous changes to population structure, which makes aging population become the major feature of the world population. By the weaken function of traditional family in providing old-age care services and the lag of related public services, the elderly problems is highlighted. The breakthrough to solve this problem is to promote the development of Social Security. As a new way to provide old-age service, Private Welfare Institution for the Aged plays an increasingly important role in improving the social security of our country.Taking two Private Welfare Institutions for the Aged in Laiyang City as example, this paper focus on operation study through field research and interviews, then make further study on the related countermeasures to promote the development of Private Welfare Institution for the Aged. The whole paper is composes of five parts:Part one is introduction, which mainly describes the research background and significance. After introducing related concepts and the literature review, this part introduces the research methodology, research priorities and difficulties as well as the main innovation. Part two focuses on the background, the drive force and the Mac-environment for the appearance of Private Welfare Institutions for the Aged in Laiyang City. Part three is field research, through deep analysis and comparative study of the operation of two Private Welfare Institutions for the Aged in Laiyang City, this part describes in detailed the operation of Private Welfare Institutions for the Aged. Part four make the overall assessment of the operation of Private Welfare Institutions for the Aged in our country; also summarize from external-side and internal-side the problems of Private Welfare Institutions for the Aged in China today. Part five is strategy, which put out that Private Welfare Institutions for the Aged should rely on the multi-party efforts of its own, government and non-profit organizations to obtain long-term development. Finally is the conclusion, which puts forward the inadequate aspects and the later field of the further research.
