Study On The Development Of Chinese Pension Agency Within The Socialization Process Of Social Welfare

With the development of market economy and economic globalization, people begin to pay more and more attentions to the problem of social welfare. Aging of population makes the support and maintain coefficients keep increasing. The family planning policy changes the structure of families. The resources of supporting the elders in their own families are reduced gradually, the functions are weakened and the needs of rest homes become more urgent. Therefore, in order to satisfied the increasing needs of welfare services, social welfare in China has been promoted. Under this background, the research of the development of rest homes in China has been becoming a pressing issue.This paper is mainly study private rest homes' strategic problem. There are four main sections:Firstly, review the progress in the past of socialization of social welfare in China and abroad, explain why socialization of social welfare is the trend of world development; secondly, it analyzed the current situation and problem of the rest homes in China, point out how socialization of social welfare can help to solve the conflict of supply and demand, and also the problem of unbalanced development. Thirdly, use the current situation and difficulties of rest homes in Dalian and research data of aged people in Shahekou district to analyze characteristic of the aging of the elderly individual plus the elements of which affects their decision of choosing their rest homes. Based on this, we will predict the way of the aged picking their future rest homes. Finally, we suggest the countermeasures which socialization of social welfare needs in order to its sustainable development in the society.The future construction and development of rest homes need not only the financial support from the government, the professional training of the staff, but also the clear orientation and classification for the rest homes' nature and function. Thereupon, Government should increase the support in terms of its policies and provide more funding to private rest homes, conduct multi level rest home systems and monitoring mechanism, promote technology and service quality based on the needs of aged people, which can make consistent development of Chinese rest homes.
