A Research On Development Of Aged Homes In Shanghai Under The Background Of Socialization Of Social Welfare

Because of the imbalance between supply and demand of the social welfare in China, the theory of socialization of social welfare was proposed in 1980s by using welfare pluralism theory for Reference. The traditional system of residential care for older persons changed obviously after the reform of socialization of social welfare. The changes were mainly presented as the role change of government, the participation of social forces, the establishment of social welfare association and the change of types and service objects of residential care. The reform of the system of residential care brought about some issues which were worth discussing: the role orientations of the government, Social Welfare Association and aged homes in the new system of residential care; the tripartite relationship among the government, Social Welfare Association and aged homes; the relationship between government and market.Based on the welfare pluralism theory and socialization of social welfare theory, the dissertation carry on the discussion about the orientation, object, goal, character and operation mechanism of the aged homes, and analyze the tripartite relationship among the government, social welfare association and aged homes.Shanghai is a large city in the highest degree and fastest speed of aging population in China. The aged homes in Shanghai develop rapidly after the reform of socialization of social welfare, but they are facing many problems in the course of their development. Based on the analysis framework of tripartite relationship, the main content of research of the dissertation are the following:1) This dissertation studies on the behaviors of government and social welfare association on the development of aged homes in Shanghai, finds out the shortages of their actions and definites the role orientation of government, social welfare association and aged home and their relationship.2) On the basis of reviewing the development history of aged homes in Shanghai, this dissertation analyzes the influencing factors on development scale of aged homes and predicts the number of beds provided for the aged in future.3) On the basis of studying the current situation of aged homes of different ownership, function, grade, distribution characteristics, location choice and operation, this dissertation puts forward some points for attention in developing aged homes in Shanghai.4) On the basis of studying the development history and current situation of aged homes in Hong Kong, this dissertation puts forward some valuable achievements and experience which can be used for reference by aged homes in Shanghai.
