A Study On Receiving People Out Of The Country Personally In Tianjin Police Security Bureau

In recent years, China's economy has been developed rapidly. After hosting Olympic Games and World Expo successfully, China's international status is rising to an unprecedented height. As China's coastal big city of Tianjin, and Tianjin economic technological development area has been included in the national development strategy, it becomes the third pole of China's future economic growth. With the development of Tianjin economic situation, social openness and wide range of people connecting with outside, people becomes more and more common to learn, employment, training and travel out of the country. According to statistics, people going abroad personally with an average rate of 16.7% from 2000 to 2011 in the half year. In particularly, because of the passport no restriction in 2003 and openness to visit Hong Kong and Macao personally, the number of people out of the country with an average annual growth rate of 24.2%. 2000 to 2011 in the half year, the total number of people out of the country personally were 2077206, of whom the number in 2000 were 44728 and increasing 9 times in 2010. Especially in the past three years, the number of average annual rate as a high-speed of 50000. Reception for people out of the country needs to face more pressure of work.Meanwhile, the police immigration reception as the first door of our country has more responsibilities in their work. As the numbers of people out of country increase rapidly, the number of people who want to use improper way to get passport also increased. According to statistics, there were 507 people tried to use improper way to get passport in 2003 including 35 online pursuit, 389 forbidden to out of country. Just in 2009 there were78 people tried to use improper way to get passport, 92 in 2010, and 61 in 2011 the half year. As the Police immigration reception working careful and strictly, it becomes the most important issue to through the work of innovative mechanisms, the mode changes, and the integration of police resources to stimulate enthusiasm for work to make the work efficiency, security.Based on the analysis of the work in Tianjin Immigration, with part of public management theory, to study the current immigration reception facing the opportunities and challenges, and how to use efficient tools to enhance the management and service to toward the goal.
