The Study On Present Situation And Countermeasures Of China's Government Purchasing Public Service

Government purchasing public service as a new idea, a new mode, and a new methodfor the government providing public service to the public, has been widely applied by alllevels of Chinese government in various fields of social public service in recent years, ithas gradually become an important way for the government to reduce the financial costsand improve the quality and level of public services. The government asks the socialorganization which meets the relevant requirements and conditions to produce publicservice that should be done by itself originally by some means, such as public bidding. Inthe end, according to certain standards, the government will assess the quality and quantityof public service and then pay the service fee. Government purchasing public serviceoriginated in western social welfare system reform. Its practice has developed for about30years in the western developed countries. With the increase of the pilot and exploration,the range of government purchasing public service is also expanding in China. In thepension, education, health and many other public service areas, many local governmentshave begun to use this way to provide public services to the community, and haveachieved some success, but also has a lot of problems.The paper uses literature research method, comparison research method, case analysisand other methods. Firstly, this paper elaborated the connotation and theoretical basis ofthe government purchasing public service. Secondly, it introduced the development statusand achievements of the Chinese government purchasing public service and pointed outthe main problems currently. Thirdly, it discussed and analyzed the governmentpurchasing public service practice of several typical western developed countries, such asthe United States, Britain, and France, and then summed up valuable experience. Last butnot the least, on the basis of learning from successful experience in other countries, thispaper puts forward many countermeasures in order to make the government purchasingpublic service of our country perfect combined with the actual situation. Thecountermeasures are listed as follows: change idea, clear the government's role andresponsibility; strengthen the system construction, strive to build a government purchasing public service system; expand public service purchase scope based on the contractrelations; establish sound public service purchase process and establish a strict evaluationand supervisory system; foster and support social organizations, and promote theirdevelopment vigorously.
