Research Of Networked Construction Of Regional Emergency Management In Hebei

Nowadays, besides various types of meteorological, geological and other naturaldisasters, the social factors are not stable when they integrate and coordinate. So thefrequency of emergent occurrence has increased. And the current layout of cities andregional integration developments exacerbate the regional impaction of emergency. Sothe regional emergency management is a new way, and the construction of networks isa top priority. Because of Hebei Province's special position, the network constructionof regional emergency management is very important and need improvement.First, the thesis has studied the papers about the network construction of regionalemergency management at home and abroad, and describes some related theories andkey concepts, such as emergency, network construction of regional emergencymanagement. In addition, the thesis has summed the characteristics of networkconstruction of regional emergency management.Second, the thesis studies the development of regional emergency management inUnited States, Japan, Russia and summed the framework of the regional emergencymanagement network construction, as well as the content of every part.Third, according to the parts of the framework, the thesis determines thefoundation of investigation and chooses the DEA-C~2R model which has beenexplanation. In order to meet the requirement of the model, the thesis determines theindexes, research cities of Hebei Province and gets detail data. After calculation byDEAP2.1, the thesis has achieved the evaluation results about network construction ofregional emergency management in Hebei Province.Finally, the thesis analysis the redundant causes and proposes some practicalrecommendations. The purpose is to improve the level about network construction inHebei Province, with the rational allocation of resources.
