With the rapid development of China’s economy and the expansion of opening up,China’s civil aviation industry shows a sustained and rapid growth trend, civil air transport has become an important means of transportation for the contemporary people.Especially since 2005,China’s civil aviation industry has entered a stage of rapid development, the establishment of a number of domestic airlines, formed a large number of transport aircraft fleet. At the same time, local governments are paying more and more attention to the construction of airports in urban construction.Airports have become an important investment project supported by local governments because of their advantages of low investment, fast construction and high rate of return, and a batch of regional airports have mushroomed and completed quickly. However, the ensuing safety problems are particularly prominent, and the probability of the occurrence of emergency rescue increases.Although the emergency rescue management system combined with China’s actual situation has been formed through systematic and scientific sorting by China’s civil aviation management department, there are still some problems. Therefore,it is of guiding significance to strengthen the emergency rescue management of regional airports in China to establish a set of emergency rescue management system which is not only conducive to the operation and construction of regional airports but also effective in combination with the actual situation of regional airports. In this paper, the emergency occurred in Tongliao Airport on July 4,2018 is taken as a case study, and the method of case analysis, literature review and comparative analysis is used to propose an optimization plan for the emergency rescue management of typical and representative regional airports.Meanwhile, the risk management method is applied.Through in-depth analysis of the problems and reasons existing in the emergency rescue management of regional airports, targeted plans and countermeasures for the emergency rescue management of regional airports are put forward to help improve the emergency rescue management ability of regional airports to deal with emergencies and ensure the safety of people’s lives and property. |
