The Publical Policy Perspective Of College Students "Village Offical" Plan

In recent years, college students "village official" policy developed widely in the national scope driven by the government.It made a lot of achievements, but with no precedent, college students "village official" policy encountered many practical problems in the implementation. From the superficial level, college students "village official" faced many problems,such as:soil disaffected existence dilemma, career bottleneck,absent-minded work state, etc; From the deep level, there are problems like the legitimacy of the college students "village official" policy, the clarity of the college students "village official" status and so on. Therefore, in the environment of questioning and praising, college students "village official" and college student "village official" policy gradually became a hot social concern, became a realistical subject, in great need of our deep and scientific research.This paper was written from public policy analysis angle, selected J district Jinhua City Zhejiang Province as a case, based on policy document, studied the origin,development, structure, content, character of the policy. From the angle of the way and effect, this paper presented the real situation in J district.Meanwhile, based on the Policy Implementation Process Model Theory of Thomas B. Smith, the paper analyzed the factors which affected college students "village official" policy implementation, finally put forward the countermeasures and proposals. Firstly, perfecting the policy itself, promoting the legitimacy of the policy, enhancing the stability and certainty of the policy, constructing a set of complete operation mechanism; Secondly, the government should be more initiative and open in the execution process, strengthen the position analysis, play the role of human resource managers; Thirdly, the target group should change their concepts and strengthen the cognition of the policy; The fourth is to increase investment for the policy, create better economic environment, the universities should try their best to provide support, the relevant departments should guide the public opinion, make the community understand the intention of the policy through propaganda and education, to creat a good environment for the college students "village official" policy.
