Local Legislation Study Of Urban-rural Planning

The introduction and implementation of "People's Republic of Urban and Rural Planning Act" adapts to the development of China's socialist market economy, indicates the concept of urban and rural planning profound changes of epoch-making significance. In the new institutional framework, it's imperative to speed up the construction of supporting systems, and update the planning concepts and working methods. Under the new legislation guidelines and norms, urban and rural planning will play a better role and regulation in urban and rural construction, and promote economic, social and environmental health and sustainable development."People's Republic of Urban and Rural Planning Act" as a national-level legal, institutional framework and some provisions are too principled, supporting the need for legislation and implementation measures to adapt to different regions or rules in order to meet local operational needs. Therefore, it is necessary to combine the characteristics of the development of local laws and regulations around, deepen and improve the relevant technical standards, the system of urban and rural planning to build the legal system.Chinese urban and rural planning legal system went through a scratch, from single to complete, from the departmental rules and regulations to administrative rules and then rise to the gradual improvement of the legal process. Over the past fifty years of urban planning practice, both have made many achievements, but there are many lessons worth careful review. This article is involved in "Urban and Rural Planning Regulations of Yunnan Province", where the whole legislative process, based on the existence of the local legislative process to analyze the problems and contradictions in order to be able to make a modest contribution to the local legislation. This thesis is divided into four parts:First, the status quo-an overview of urban and rural planning legislation; second, study-analysis of urban and rural planning laws and regulations;third, practice-"Urban and Rural Planning Regulations of Yunnan Province":fourth, reflection-perfect urban and rural planning laws and regulations system response.
