Accordingly, the government holds the duty to public and publish it. The government information system is an important indicator in the service government construction. At the same time it is on the basic of the public information right. Our government resources publicity develops somewhat late, and it is also a great idea challenges especially in our country which is a tradition mono chronic system. However, in the reform and publicity to the background, the prerequisite of the WTO, the research of the government information system have the periodical achievement. Before the national law enacted, the Guangzhou municipal government first in 2003, the government introduced the information on the public, the first government department of public information of the system of laws, in the information public system is of vital importance. then,2004, Shanghai municipal government may also promulgated the government of the public for information and regulations, local governments had introduced a similar regulations, including the government of Beijing, Chengdu, Hangzhou and Changchun etc. These relevant laws'enacting makes an exciting beginning in the government resource publicity system theory and practice. Actually in the early 2001 we had agreed to make an effort to the government in the sunshine via political reform at that time, with the resources publicity in the reforming and gestation. The SARS disaster in the 2003 make people realize that a transparent information system will make people even the society suffered a great catastrophe. In this situation under the influence of the environment of births in Chinese first national quality of the government information public ordinance may formally implemented in May 1st,2008. The is a huge system innovation in the administrative field in China, which marks Chinese government administrative began to "sunshine government" way, in the administrative areas even being called a major revolution. All this displays that its important meaning is self-evident. Government information publicity make the people's sovereignty and the basic human rights as its constitutional foundation, established the publicity of government information, made clear the principle of public information object, publicity two ways, implemented duties of all levels of government, and also perfectly resolve the basic paradigm of the resource publicity. But as a level lower administrative regulations, the government information publicity statute that in the beginning of birth in theory there exist many problems, such as content segmentation sex and operability is not strong, make body and publish the subject's confusion and supervision system is not perfected etc. Of course, in the implementation of the regulations also met the government itself cannot adjust concept, the current legal system for its great influence, operability is not strong, and many other problems.
