Try To Discuss The Right Of Letter-petition

As human rights in the constitution and the regulations, the promulgation of letter-petition, Citizens' right of letter-petition gained people's extensive concern. Meanwhile,the emergence of letter-petition peak aroused the argument from all the fields .In this paper, the author firstly gives a description of the development of China's letter-petition activities,and points out that the letter-petition activity origins long time ago. By letter-petition activity ,people are exercising the right of letter-petition said today. and analyses the relevant circumstances of the realization of the right of letter-petition each stage, thus provide some reference for the present research.on this foundation, we study the theory problems of the right of letter-petition,clear the connotation, attributes and functions of the right of letter-petition, put forward the right of the letter-petition is the citizen's natural rights and basic rights, therefore, it is necessary to take measures to ensure the effective realization; Secondly, we do the study of realization of the right of letter-petition in our country, analysis the current legislation to ensure realization of the right of letter-petition and the letter-petition mechanism and the existing problems; Finally, propose related Suggestions to solve these problems in security of the realization of the right of letter-petition and make the citizens' right of letter-petition to get effective realization.
