The system of royal power restricting in ancient China is one of the characteristics of ancient Chinese law,it limits the abuse of royal power to some extent, makes up for the loopholes of the system,delays the decline of absolute monarchy. Zhou Li is the Confucian classic, which includes a rich content of the the ideology of royal power restricting. These ideas are shown by some system forms,which are indispensable materials to research restriction system of the later royal power.In this paper,the first part,exploring the argument basis of ideology of royal power of Zhou Li. Officials′decentralization theory is the basis of limiting royal power. The second part summarizes and analyzes specific system exhibiting that royal power restricts ideology,including zhongzai system,baoshi system,neiwaifu system and jiangren system. Through analysis of the specific system,the author exploring the background , the development process, the specific content and existent meaning of these systems. Part III, elaborating on the impact of royal power restricting ideology on the later law,from zhongzai system to xiangquan system,from baoshi system to jianguan system,from neiwaifu system to the financial system later,from jiangren system to palace construction,Affected by royal power restricting ideology in Zhou Li,legal system of royal power restricting in ancient China matured gradually.This paper tries to summarize the system of royal power restricting ideology in Zhou Li,reveals its development and evolution, When looking back on the history, the system of royal power restricting ideology in Zhou Li can provide some inspirations for today.
