The British policy on Palestine had always been adjusted around its strategic interests from the Balfour Declaration to the Churchill White Paper, the Passfield White Paper, and the Peer Commission Report. The Jewish begun build its "National Home" in Palestine by the help of British since 1917. By the time of 1936, the Yishuv had developed been a complete Jewish system in Palestine. At the same time, The expanding of the Jewish immigrants spurred the rise of the Palestinian Arab nationalism and its development. Then the Palestine Arab broke out two rebellions in 1921 and 1929. What’s more, the Arab riots also broke out in 1936 under the influence of Nazi Germany and Italy fascist. The Palestine-Israel conflict had brought a serious threaten to the British Mandate and its strategic interests in the Middle East. So the British appointed the Royal Peer Commission to ascertain the underlying causes of the disturbances which broke up in Palestine and also to make recommendations for the mandate. The British government issued the Peer Commission Report and first declared that the contradiction between the Palestinian Arabs and the Jewish were irreconcilable. Thus, the only way to solve the Palestine problem was partition.
