Research On The Emergency Mechanism In Food Safety Crisis Management

In recent years, food safety problems have continually taken place. It has already become one of the most six outstanding social safety problems. These problems have strong influences not only on the consumer's personal and property security healthy, but also affect on stability of society as a whole.A series of food safety problems uncover the limitation of crisis management. Therefore, through improving the emergency management research on food safety emergency, building and perfecting contingency management is actually significant to ensure economic development and political stability of region and whole country.In this paper, firstly, the author researched some relative concepts about the study of the emergency mechanism in food safety emergencies. Secondly, through systematic description to public incidents such as "Sanlu milk power" and "Clenbuterol", the current food safety incident management mechanism and its limitation are analyzed. The third part is the analysis of continual food safety emergency. In the next part, it sums up the experiences form governments' pre-warning mechanism and draws lessons from them. At last, the author advanced to build and perfect contingency management mechanism which should be include several levels:the core part of the emergency disposal, early warning mechanism, the assistant emergency disposal and government department linkage mechanism, administration monitor mechanism and the civil mobilization mechanism, etc. It puts forward some suggestions on constructing the government's crisis management mechanism based on our current practice in this field.
