The world is undergoing the rise of " Global associational revolution", the launching of the NGOs in China are also in full swing. This word "NGO", with a sense of mystery and the sublime, what on earth is it? What kinds of organizations does it include? What is the nature of its properties? What is the status of its development in China? What is the future development path?China is experiencing the paradigm shift process-transition from "small society, big government" towards "small government, big society", and the state will transfer more power to the community. Whether the transition can transform successfully, maintain social stability and sustained economic growth or not, NGO development no doubt is a key factor. As more and more NGO involvement in public services, to assume more and more social responsibility, directly determine the status of its development prospects. For the development of our society is the direct embodiment of our soft power, so researching this phenomenon comprehensive and systematic can help understand the actual development of our society, the opportunities and challenges that exist to promote the successful completion of national transformation.In this dissertation, based on empirical data, using empirical analysis, type functional analysis, inductive-deductive analysis and feature analysis, combined with theories, such as civil society theory, social capital theory, public property rights theory, to analyze the restrictions of "Chinese NGO" and its development trends.Firstly, writer clears up the scholars'studies of the "Chinese NGO", then, using Chinese NGO development data, to make a panoramic view of the "Chinese NGO" Secondly, based on the empirical analysis, writer analyzes the status of NGO from macroscopic and microscopic levels. There are three aspects including political, legal and social environment in macroscopic level. And in the microscopic level, writer considers these fields, containing its management and operation, its governance structures, its public relations and NGOs'public property, which is a unique basis for such organizations. Writer explores the institutional framework and organizational behavior change, and pays close attention to the transition period shown by the new characteristics of NGOs. Thirdly, analysis of the major challenges "Chinese NGO" facing, and forecast the development of "Chinese NGO" in the future. In the last part, putting forward some policy recommendations.
