Analysis Of The Reform Path Concerning Our National Township Institutions During Post-Agricultural Taxation Period

The township government, as the grass roots in our political organization, directly to the grassroots, plays a important role in combining national government with the majority of rural residents. It also has high importance in the administrative system and the political and economic life of rural areas. The performance of township government's duty affects both rural economic and social sustainable development and the stability and development of our whole society. With the development, a number of township institutional reform happened in our rural institutions. In the new time, the central government has come up to the strategic objectives with building a harmonious society, setting up a new socialist countryside, and fully realizing the well-off society. At the same time, under the effect of comprehensive elements such as implementation of national agricultural tax reform, full swing of comprehensive reform in certain rural areas and so on, the contradiction that the present rural township institutional system is not accord with the development of rural policy and economy has been increasingly prominent, which has raised new demands and challenges to our national township institutions. To adjust to the demands of the development of market economy and society, the township institutional reform focusing on repositioning the township government functions is needed, which must take attention to the change of the role township government plays.This paper contains five parts except the conclusion. The introduction and the second chapter points out the new challenges our township institutions are faced with during post-agricultural taxation period, the necessity and the basic theory of the reform based on the recent abroad and home studies. The third part explores the township institutions in the abolition of agricultural taxes and analyzes the main problems of the deep reason existing problems. The fourth part is empirical study. As township institutions are set up according to the uniform regulations, the problems existing in the institutional organization, function and operation have certain commence. This paper takes the township institution reform in Jingjiang City Jiangsu province for example to study, studies on the institutional setup in Jingjiang City, and carries out the survey on the requirement of institutional functions and the satisfaction of the institutional setup, and then deals with the results to learn about the specific conditions of the township institutional reform of Jingjiang City also referring to the experience of other countries(country-level cities and districts). The fifth part seeks for the common problems existing in our national township institutions during post-agricultural taxation period, comes up with related countermeasures, and discovers the reform path of township institutions.
