The town government, connecting our country with the peasants, has played a key importance in the political input and output. It also plays an important role in the state and rural society. Aiming at different embarrassing situations the town government faces, the academe puts forward some reform suggestions such as "repeal villages and towns","village self-governance","strengthen the town government functions", etc. The passage analyzed some main points on restructuring of towns, like " cancel the township government ","a complete government ","limited self-government of township government" on basis of evaluating the predicament the town government suffered objectively. The author thought town reform should not just "weaken towns" or "strength towns". It must be in the national interest, in favor of the state governing the rural society and beneficial to improve the town government's capability of control. Therefore, no matter how the town government reforms, the only but correct way of reform should strengthen the town government's capability of control and achieve good governance to rural society by the state. Of course, promoting the reform of township government and strengthening the town government's capability of control don't mean expanding the town government's human rights, the finance rights and the thing rights but improving the town government's capability of pushing forward the building of a new socialist countryside. Therefore, the author proposed stabilizing the pattern of political system of the town government, making the function of the town government clear, improving the service main body and reinforcing villager self-governments in order to make the state power strengthened or weakened during the new village government system. Meanwhile, the final choice of the town government reform is to explore new ways of town governance and operation mechanism to transform the town government into service-oriented.
