The fourth part , the thesis compares and analyzes the most influential theory of public policy changes, attempts to reconstruct one more comprehensive, actual and practical analyzing new model, then use this new model to analyze the household registration system in order to illustrate the necessity and feasibility of reform. The fifth part, the paper use the gradual decision theory, public choice theory, system theory and the theory of modern information management for support in order to proposes the household registration system reform of guiding ideology, basic principles, reference and supporting measures.
