Research On The Problems And Countermeasures Caused By The New Policy Of Household Registration In Xi'an

Talents,as the first strategic resource,are the driving force to promote urban innovation and development,and the key elements to optimize the talent structure and enhance the vitality of the city.In recent years,on the basis of undertaking many policies such as the western development,Guanzhong-Tianshui Economic Zone Development Plan,and the provinces and cities jointly constructing the great Xi,an,Xi'an has ushered in the two historical opportunities of the implementation of the strategy of "one belt and one road,and the construction of the National Central city.Faced with such an important golden development period,Xi'an urgently needs to absorb enough talents to inject new vitality into the construction of Greater Xi'an,and further promote the development of all aspects of Xi'an towards the goal of an international metropolis.In addition,the Eighteenth National Congress of the CPC and the Third Plenary Session of the Eighteenth Central Committee also put forward new requirements for the reform of the household registration system in various places.It is against this background that,in order to implement the spirit of the central governnent on promoting the reform of the household registration system and respond to the demand for talents in the construction of Greater Xi,an,in early 2017,Xi,an began to formulate a "zero threshold" household registration policy,with a view to attracting talents at all levels while promoting the reform of the household registration system.On March 1,2017,"Opinions on Further Attracting Talents and Relaxing the Access Conditions of Some Household Registration in Xi'an" was officially implemented,which marked the beginning of the new household registration policy in Xi'an.In the new round of talent competition,Xi'an has brought a large number of talents into the ranks of urban development by relaxing the conditions of residence.It can not only meet the demand for talents in the construction of an international metropolis,but also help to optimize the talent structure and enhance the vitality of the city.However,since the implementation of the new household registration policy in Xi,an,the number of settlers has increased dramatically.A large influx of talent will bring some new contradictions while enhancing the vitality of the city.These new contradictions and the existing problems are superimposed,which become a difficult problem for the Xi'an municipal government to solve as soon as possible.The solution of these problems is not only concerned by the original citizens,but also by the people of New Xi,an.If these problems can not be effectively solved,it will not only affect the continued implementation of the new household registration policy in Xi'an,but also may lead to the outflow of newly settled talents from the city,which is not conducive to the realization of the construction plan of Greater Xi'an.Therefore,in order to retain talents and promote the development of Xi'an,this paper uses the methods of empirical analysis and comparative study to analyze the specific problems of attracting talents in Xi'an by relaxing the conditions of residence,through sorting out the development situation of Xi'an before the implementation of the new household registration policy and the settlement situation after the implementation of the new household registration policy.Through the analysis,we find that the problems caused by the new household registration policy in Xi'an are manifested in four aspects:the prominent contradiction of new employment;the shortage of basic education resources in urban areas;the increasingly serious traffic congestion in the city;and the housing difficulties of incremental talent.Generally speaking,the causes of these problems are not only insufficient supply,but also the pressure brought by the rapid growth of demand,including:slow economic development,inadequate employment posts;unreasonable supply and demand structure of basic education;insufficient supply of urban public transport;increasing demand for housing and insufficient affordable housing.Finally,on the basis of defining the problems and analyzing the reasons,combining with the theory of total quality management,Schultz's human capital theory and the theory of new public service,this paper puts forward some suggestions for the sustainable implementation of the new policy of household registration in Xi'an:vigorously developing the economy,increasing employment posts;rationally allocating basic education resources;improving traffic conditions to improve the comfort of urban life;and comprehensively implementing policies to meet the needs of the housing demand of the incremental talent.
