"Transformed Between Being Strigent An D Being Loose ":Why Local Household Registration Policy Become Invalid?

With the rapid development of population urbanization,large-scale urban and rural flows and cross-regional flows have been accelerated.As an important policy element affecting the flow population,household registration has become a key variable in the process of population urbanization.At the central level,the reform of household registration is promoted through high levels.At the local level,various household registration policies have been published one after another,but their policy types,policy objectives and policy means have significant differences,showing the diversity and differentiation of the urban population scale.One of the more prominent questions is why the floating population is becoming"tense" and the threshold is increasingly harsh in large cities.But the hukou restrictions are increasingly "lax" and the policies of smaller cities and towns are less attractive.Why the local hukou policy has become a universal talent policy orientation,and the current local hukou policy shows the overall deviation from the central policy expectation,resulting in the gap between the policy expectation and the policy effect.Why does policy fail?This study uses the "resource,power,alliance strength,situation" elements in Mattland's " ambiguity-conflict" model to explain the origin of the local policy text and the root of its implementation failure,and to modify the applicability of the model.In addition,the applicability of the model is modified,the dominant factor of administrative execution is fixed as the industry and public service resource,and the dominant factor of political execution is fixed as local power autonomy.The dominant elements of the experimental execution have been revised to the initiative of local resources and local governments,and the symbolic execution of the dominant elements has been fixed as the social forces such as migrant workers to adjust the current population policy.It analyzes the innovation measures of local household registration policy in the reform process and its implementation performance and dominant factors.On this basis,respectively,in view of the fuzzy low-low conflict model of small and medium-sized town census register policy,fuzzy-high conflict in the eastern part of large urban household registration policy,high-low conflict type cities in policy,high fuzzy-high conflict unified household registration policy of the evolution,characteristics,performance description,analysis,and explains its implementation gap.Finally,we reflect and summarize the factors that affect the effectiveness of public policy implementation and the root cause of the policy failure.We generalize the characteristics of China's household registration reform and the implementation of the household registration policy.We conclude that resource and population matching,fiscal and taxation system and local power,social power and equity guarantee have important influence on the implementation of household registration policy in China.At the same time,from all the main body behavior choice of diversified household registration policy control logic,the urban population and the concentration of the top design and order dimension,the hukou reform for city according to how to juggle communion was discussed.In addition,the paper gives an outlook on the advancement of the research on the end of the household registration policy,the role transformation of the central government,the multi-disciplinary perspective and the multi-value analysis of policies.
