| With China's reform and opening up to 30 years, many changes have taken place economic, political and social fields, which are also positive exploration in China's innovation practice. Under multiple pressure of reformation, China's institutional structure reflects the extraordinary adaptability, which not only promotes development of economy, but also integrates resources effectively. The biggest facilitator of institutional innovation is government in china. However the gradual reform path even more highlighted the roles of institutional innovation of local government. Throughout thirty years institutional innovation of local government, we obtained many achievements. There are much successful innovation, while there are more failure of innovation. So economic growth and social progress need innovation normalized. So this paper Institutional change uses theory of institutional change and rule of law to research the normalized about institutional innovation of local government. We will analysis problems of disadvantageous and reason, then find the solution.This paper has five parts. In the first part, there are some concept definition and theory about institutional innovation of local government. In the second part we research situation of the local government's system innovation .We will discuss six examples of success and four unsuccessful examples. The third part raises questions with lack of normalization about institutional innovation of local government in practice .Then we will analyze the problems and find a path in institutional innovation. There are solutions in the fourth part. In the first place, we will describe the experience of political reform in western countries. In the second place, we will propose the normalization of innovation in local government to improve the external environment. Last but not least, we will find the solution to promote the normalized about institutional innovation of our local government. The last part is conclusion. |
