Research On System Of Government Information Disclosure

With the advent of the information age and the development of modern democracy, all the countries in the world pay more attention to the government information disclosure and the protection of citizens' rights. China is no exception. Government information disclosure is one of administrative system reform in China, our country try to push the government to open information from all aspects. An illustration is the enactment of the Rules of Government Information Disclosure in 2008. Though a regulation is not enough when establishing and developing a legal system, we still need to continue discussing and studying the theory and practice.On the basis of making a comparative study of the major countries' government information disclosure system in the world and analyzing our current government information disclosure practice relevant situation, the paper demonstrates and analyses our government information disclosure from the idea, the concept and consummate system . The paper first expounds the concept of the government information and the theoretical basis of the government information disclosure. Then author briefly summarizes the situation of foreign government information system and compares with the system of United States and Japan, summarizes some system experience which worth learning. Finally, in combination with the practice of government information publicity, the paper analyses the problems in the legislative, administrative and judicial relief and demonstrates the related countermeasures of these problems.
