On The Study Of Improving China's Official Property Declaration System

This thesis finds out the causes for the occurrence of corruption cases in the present situation of domestic and international environment and our serious anti-corruption work through the analysis of typical cases of abusing power for personal gains and corruption which happened to the officials in our province and in our city, with the abuse of public power, poor supervision for officials'illegal property income and unsound legal system to punish officials for the illegal profit as the main aspects. How to effectively solve these problems to prevent the occurrence of corruption cases and to control corruption in an effective way is not only the proposition deserving our in-depth consideration but also the research purpose of this thesis.This thesis is mainly divided into three parts:the first part outlines the three cases and conducts thorough analysis of the causes; the second part describes the present status of our income declaration system, and analyses causes and resistance why China's official property declaration system cannot be perfected; the third part elaborates on the feasibility to establish and improve official property declaration system and the basic idea adopted next to improve our official property declaration system.Through in-depth analysis, it is found that the root of corruption is closely related with the property and that power-for-money deal is one of the common characteristics of most corruption cases. Official property declaration system, official property as the entry point, is to monitor public servants'family property strictly, timely and effectively through a series of institutional arrangements, to grasp the state of dynamic change of public servants'family property and hence to supervise the legitimate exercise of public power, playing a role in the prevention of the abuse of power and the effective prevention and punishment of corruption. Throughout most countries in the world especially those with good governance of corruption, they all introduce official property declaration system to control corruption and have received remarkable effect. Therefore, the study of related content of official property declaration system has positive significance and importance for the anti-corruption.
