Perfect The Internal Control Mechanism Of Social Insurance Administrative Institution In Jiangxi Province

Since the 1980s, social insurance system reformation has been explored for meeting the needs of socialist market economy. It has been made great achievements during the 20 years reformation, the social insurance policy system that adapting to the socialist economic system is building up. At the same time, social insurance administration has also been a great development. By the end of 2009, the people covering of endowment insurance system, medical insurance system, injury insurance system, maternity insurance system, respectively, are 235 million people,4 million people,1.48 million people, and 1.08 million people. The totaled social insurance funds of the four insurance system collected up to 1.55352 trillion yuan, the expenditures totaled up to 1.19358 trillion yuan, the cumulative balance up to 13.05179 trillion yuan.Although good effect has been obtained, we should be profoundly aware of the contradictions and problems in the process of rapid development. One of the most prominent conflict is that the management capacity of social insurance administrative institution is lagging behind the rapid development of social insurance cause. In the aspect of the management capacity of social insurance administrative institution, the neglect of internal control system building has not only bring great negative influence for social insurance cause, but also seriously affected the people's trust in the party and the government.Based on above, from the dual perspective of the theory and practice, firstly, we have explained the importance of strengthening the internal control and management of social insurance, the risk type of social insurance administration. Secondly, on the basis of the research results by previous researchers, by the methods of data query, social investigation, case study, comparative research, we have further studied the status of the implementation of internal control of social insurance administration institution at this stage. Especially, we have deeply analyzed the typical case of social security at home and abroad, which concerned with security crisis caused by lacking of internal control. The reasons for the failure of internal control mechanism were analyzed, the advanced experience of the construction of internal control in other provinces and municipalities were summed up. Thirdly, based on the actual situation of internal control and management of the social insurance administration institution in Jiangxi Province, take the social insurance management center as a research entity, we have deeply analyzed the organization establishment, the business operation, organizational culture, performance appraisal management. Finally, we have provide the corresponding countermeasures which to perfect the internal control mechanisms of social insurance administration institution in Jiangxi Province. This research have great practical significance for improving the internal control mechanisms of social insurance administration institution in Jiangxi Province, and have great theoretical significance for social insurance management theory.
