Our country's institutions is an important part of national public service sector,once in the national construction and public service plays a very important role,but with the development of society,the public demand for public service promotion,operation mode under the planned economy system has not been fundamentally changed,for the national economy deepen system reform at the same time,in addition to the civil service regulations of Fu'an,at the national level lack,for the top management system of institutions,the daily management of direct and indirect effects to institutions,one sign of the performance evaluation in the chaos.Diqing Highway Management Department of the business unit identity as an example,elaborated the unit in the performance appraisal problems,the problems are analyzed,especially the evaluation index system is lack of settings,follow the civil service examination it is difficult to adapt to the actual work situation of the institution staff.Problems in the performance appraisal unit of conception,post setting,such as inbreeding coefficient to analyze the reasons,and puts forward the corresponding improvement measures,to illustrate the importance of organization performance appraisal performance and individual performance.This paper is based on the comprehensive performance as the research object,focuses on the importance of outstanding individual performance,in-depth analysis is the key of the lack of quantitative assessment of individual performance problems in performance appraisal,according to the actual party,put forward some suggestions for improving the existing institutions of highway maintenance system in the performance appraisal problems,improve the effective performance appraisal institutions targeted,make performance appraisal of institutions to better implement,play a more important role.
