During the 70s, the governmental management pattern of new public management appeared in the western countries in practice due to the crises of finance, management and trust. The pursuit for the government organizations with high performance is always one of the goals of new public management. As the part of the whole management system, the human resource in public organizations plays an important role in establishing high performance government organizations. Just as what we said, the public and private organizations all over the world come to realize the importance of human resource policies in establishing high performance organizations. One of the most important steps in adjusting the relationship between the values of organizations and those of the human resource management is to dispatch the most important property in the organizations, that is to say, to dispatch the people who work and make decisions. Currently the practices in western countries such as England and America also prove it.It is also a severe and imminent problem facing the Chinese government that high performance is achieved through the application of new public management in western countries. As is well known to all, person is one of the most active and important factors in organizations during the whole management course. So, the human resource management in public organizations is particularly important. And the key of maximizing the effects of human resource lies in whether the performance appraisal institution is appropriate or not. The good and bad of performance appraisal is sure to have influence on the whole manifestation of human resource management. The significance and function of performance management and appraisal has been the focus of the scholars on human resource management home and abroad. So we discuss the advantages and disadvantages of performance appraisal institution of civil servants through all kinds of research methods, in order that the high performance of civil servants can improve the nation's competitiveness.The research of this thesis notices the extent of private organizations' attaching importance to the performance appraisal of human resource management and alsonotices the whole appraisal institution which has taken shape gradually and can be really applied to practice. Therefore we suppose that the merits of private organizations on this aspect can enlighten and promote the performance appraisal of civil servants. After the comparative analysis of the current performance appraisal of civil servants and that of the private organizations, I also further analyze the difference of the public and private organizations and the application of performance appraisal institution in private organizations to the performance appraisal institution of civil servants. At last some amendment suggestions about the performance appraisal institution of civil servants are put forward, which are wished to be the reference of the organizations in charge of that.
