The Research Of The Grass-roots Party Organization's Building Guided By The Ensuring And Improving Of People's Livelihood

The grass-roots Party organization is the Party's fighting force in the social grass-roots organizations and the basis of all the Party's work and combat capability. The Seventeenth Party Congress clearly proposed building the grass-roots Party organizations of rural areas, enterprises, urban communities, agencies, schools and new social organizations, etc, in an all-round way, optimizing their setups, expanding their coverage, innovating activities and giving full play to the function of the grass-roots party organizations in promoting development, serving the people, rallying public support and enhancing harmony. To comprehensively promote the great project of the Party's construction and tamp the organizational foundation for the Party's governance, the grass-roots Party organization must adapt to the requirements of the new situation and new tasks, innovate the content of activities and identify the right focus of operating and functioning. At present, whether it is promoting economic development or social construction, the starting point and ultimate goal for all the work of the Party and state is to ensure and improve the livelihood of the people. Seizing this core issue is finding the right focus and entry point to strengthen and promote the building of the grass-roots Party organization. Changchun Municipal Committee of CPC, starting from the concrete reality of work, creatively combines ensuring and improving people's livelihood with the building of the grass-roots Party organization, and studies and establishes a working system of the grass-roots Party organization serving people's livelihood, in accordance with the requirements of the Seventeenth Party Congress. The grass-roots organization serving people's livelihood, not only expands the ways and means of the party and party members contacting and serving the people, enriches the service content and highlights the focus service, but also finds an effective carrier for strengthening the building of the grass-roots Party organization. The grass-roots organization serving people's livelihood further strengthens the creativity, cohesion and combat capability of the Party, facilitates closer party-masses relations, promotes social harmony and stability and enhances the image of the party and the government.This paper takes people's livelihood as the entry point, the analysis of the work of the Changchun grass-roots Party organization serving people's livelihood as the main thread, studies and solves the relationship between people's livelihood problems and the building of the grass-roots Party organization, uses methods of field surveys, literature analysis, comparative analysis and emphasizes the combination between theoretical analysis and empirical analysis.
