The Research On Rural Drinking Safety Based On The Aspect Of Public Goods Theory

Rural drinking safety is related to farmers' health, the development of agriculture and the rural stability, therefore becomes the important content of promotion of construction of new socialist countryside and the building to harmonious socialist society. Based on the analysis framework of public goods theory, this paper had analyzed the present situation and problems of rural drinking safety in Jinlin Province from a nationwide situation angle and put forward corresponding optimizing strategy.This paper had explained the connotation of rural drinking safety through related documents like rural drinking safety evaluation index system and recognized the rural drinking safety into Quasi-public goods categories According to the judging standard public goods attribute. Based on the factual data, this paper considered that Jilin province have made some achievements on rural drinking water safety in recent years, however, problems like inadequate total supply, supplying structure imbalance, single supplier and lower efficiency still exist. These problems had also been analyzed from aspect of externalities of drinking water safety, the government's limitation and selfishness, etc. Combining with analysis to problems above, this paper puts forward to management strategies including strengthening the government investment, compensating for rural drinking water safety supply, strengthening the government management, correcting the externalities of rural security drinking water, optimize supplying mechanism and improving the supplying efficiency of rural security drinking water.
