Freedom of express is one of the most basic rights of citizens, and it is the basis of democracy, it plays a very important role in the survival and development of mankind. In a real democracy and freedom and rule of law country, the freedom of express should be respected and protected the least by the national, social and all citizens. Research on freedom of express has also caused widespread concern in academic circles, based on the study of the predecessors, the author formed my own idea on this kind of freedom.The article is divided into six parts:partⅠis a brief account of the meaning and purpose of this article, and research methods and innovation of the articles; PartsⅡandⅢare based on the previous studies, mainly about the basic theory of freedom of express, including the relationship between the human rights and the freedom of express, analysis the basis and principles to restricted the freedom of express to give a limit on the scope and direction of the next study; partⅣanalysis the status quo of freedom of express of China's citizens from the normative documents and the judicial practice, and pointed out the inadequacies about our protection methods, meanwhile analysis the obstacles hindered the realization of our citizens freedom of express; partⅤ, select the representative on security of the citizens freedom to express-the United States and Germany, and observe their characteristics of security and the Enlightenment of freedom of express from their fundamental law-constitution to learn from them; PartⅥbased on the analysis and summary, the author give individuals ideas and proposals on improving the realization of our citizens the right to freedom of express, hoping this research is helpful to protect our country citizens the right to freedom of express.
