Research On Information System Of Minimum Living Standard Security

The E-government means that based on modern information technology like computer, networking, communication and so on, Government could process its function of management and service with high efficiency and quality. After 10 years of development, the developing of E-government has become key trends in worldwide. Currently, E-government has already been processed normally in China and the basic framework and system has been build up. As an key part of E-government, the information management on civil affairs has become more and more important.At the convention about the construction of information management on civil administration, which was held at Shanghai on Jun,2001 initiated by Ministry of Civil Affairs, a new developing direction on the business of civil affairs was raised out. It appeals that all of the cities should speed up to integrate the information management and civil affairs so that to implement the information-oriented government administration. On Aug,2002, the information management system for social security has become an important part of the construction of e-government. With the support of public policy, the information management on civil affairs has been brought into working schedule officially by Civil Government of Dalian, while it obviously speed up the development of information business in department of civil affairs. The information management system of Dalian minimum living standard security has achieved significant effect on service capability on network, working efficiency and information security. But comparing with other cities in China, the construction of information management on civil affairs in Dalian is a little later and also lack of experience. It still needs to be improved a lot to adapt the new requirements of the construction of e-government.This paper mainly focus on the analysis on the information management system of minimum living standard security system of Dalian based on the theory of Administrative Management and requirement of public policy., and summarized the advantages and disadvantages on this system. And also makes a comparative study on the information management system of minimum living standard security system in Shandong, Shanghai and Guangzhou, and then put forward some suggestions on improving such system in Dalian. The author thinks the key point is to speed up to process on-line payment and on-line management. And try to achieve data sharing between the minimum living standard security system and other department though the integration of the data center of government, so that to enhance the working efficiency of information management system of minimum living standard security system and other departments.
